A big announcement today for our higher education institutions !! Anusandhan National Research Foundation (ANRF), launched a significant initiative today, Partnerships for Accelerated Innovation and Research (PAIR), to support research in universities specially central and state public universities. PAIR has been initiated to boost the research capability of those universities where research is at a nascent stage but which have the potential to perform well, in a mentorship mode by pairing them with well-established top-tier institutions in a hub and spoke framework and providing substantial funding. In its first phase, the program will focus on universities which have demonstrated potential through national ranking and those that have promise to scale their research. In subsequent calls, the scope would be expanded. To be considered for support under this program, the hubs in tandem with select spokes are expected to come up with competitive, impactful research proposals with potentially significant outcomes in specific themes. The program aims to establish vibrant PAIR networks, each consisting of a hub and several spoke institutions, involving faculties of multiple departments conducting outstanding research across several disciplines, in a collaborative enabling environment. The operationalisation of the ANRF was initiated with the First Meeting of the Governing Board (GB) on September 10, 2024, which was chaired by the Hon’ble Prime Minister as the President of the Governing Board (GB). ANRF was conceived as a part of National Education Policy 2020 #NEP2020 and expected to develop research culture in our universities. ANRF need to identify certain core issues on which one or more universities may develop research projects. The core areas may be identified from Industry, research organisation, strategic projects from Defence, Educational Administration, to name a few. The output of the research projects could be used by the proposing agency. It will be better if Department of Education, GOI, develops a portal for posting various areas of research which need to be solved by involving different minds. This way there shall be constant flow of research problems to be tackled. This will also help in using the funds for the direct benefit of the agency concerned

There is need to address grass root problems through research and innovations. Unless an ecosystem involving all stakeholders working in engineering and technology are not involved, outcome may not be very fruitful. Inclusiveness is the key factor. The lead institutes must be given responsibility to create handholding for the institutes who have potential but could not get NITF ranking.

These are the types of initiatives that can put India in the top 10% bracket of the global academic profile while also delivering India-specific developments to the country. Huge returns can be expected, and the returns will continue to deliver value for centuries. I commend the people who conceive initiatives of this nature, and I also commend the government for implementing them.

Sir , great initiative. There is need of strategic collaboration between industry & academia. However MOUs are there but still there is lot of gap between industry & academia ecosystem.

Abhay Karandikar Another good development indeed on the academic research front and I just hope this includes continuum of "lab to market" efforts as well. Clustering or a spinout accelerator for research commercialization could be a good space to focus as well. Cheers
