In April, the U.S. Department of Veterans Affairs posted a final rule amending its regulations regarding character of discharge determinations, expanding access to VA care and benefits for some former service members discharged under other-than-honorable conditions or by special court martial. The VA’s new regulation expands access to care and benefits for certain former service members with other-than-honorable and bad-conduct discharges. The VA character of discharge determination does not change the military’s characterization of service and has no effect on the former service member’s military discharge status. The VA’s determination is for VA benefits and services eligibility only. This opens the door for previously denied service members to reapply for VA benefits and services. If you have been previously denied VA benefits and services because of your discharge status, DAV benefits advocates can help you file for a character of discharge determination. These areas often face unique challenges, including limited access to specialized care and fewer healthcare resources. Investing in the health systems near military bases benefits everyone—active-duty service members, veterans, and the surrounding rural populations—by improving access, reducing travel times for essential care, and creating more resilient health services. As we honor our veterans today, let's also commit to building and supporting the healthcare networks they and their communities depend on. Congress has passed an emergency funding bill to provide an additional $2.9 billion in funding to the U.S. Department of Veterans Affairs, to ensure veterans continue to receive their pension and disability benefits. Numerous Veteran Service Organizations across the United States joined to endorse Senator Tester’s Bill, to include the Veterans of Foreign Wars (VFW), DAV (Disabled American Veterans), Military Officers Association of America (MOAA), Wounded Warrior Project, Paralyzed Veterans of America (PVA), and Jewish War Veterans of the USA. For unknown reasons, The American Legion’s Government Affairs office, in DC, did not provide an endorsement for the bi-partisan emergency funding legislation, despite an outpouring of support from members. TAL also did not provide a statement for record in last weeks Congressional hearing on the issue. The bill, dubbed the Veterans Benefits Continuity and Accountability Supplemental Appropriations Act, also calls for the Department of Veterans Affairs to provide explanation for the gross miscalculations in their budget. There is bi-partisan frustration across Congressional leadership that the VA was seemingly unable to properly budget for this foreseeable increase in veteran services. _____ #semperfi #betheone #veteransaffairs #svac #veterans
