Internal bandwidth is limited by backbone infrastructure and technology limitations. In larger networks, VLAN segmentation can optimize network devices that need to talk to each other, while limiting non related traffic. For external bandwidth issues, routers can be used to funnel access to those devices that outside access is essential. It may become necessary to throttle terminals that do not normally require web access in their daily function. Reviewing network needs should at a minimum be reviewed at least annually, or when there are major additions made.

This is actually an almost everyday problem I have to deal with. The first step to solve such issue is to better understand the users pattern behaviour and set rules and profiles accordingly. Secondly, I will monitor the network to check what are the applications and IP's that are drawing the largest bandwidth frequently and make sure they are not violating the organization cybersecurity policy so I can change and modify the firewall policies in case of that. Finally, if none of these solutions work, then I would start prioritizing users and enforce QoS on all users to guarantee the minimum accepted level of service with the available resources.
